Reporting to the Chief Engineer and Major Projects, the Manager leads the Transport and Civil Development Department which includes traffic and transport, parking infrastructure, civil development, asset protection, drainage, and infrastructure engineering/planning. This role is responsible for developing, implementing, and maintaining strategic management strategies and methodologies, ensuring compliance with legislative requirements and industry best practices. The Manager will foster a high-functioning department, striving for excellence through collaboration and partnerships both internally and externally.

This leadership position embodies professionalism and integrity, promoting a customer-centric culture across departments. Additionally, the Manager provides specialist advice to senior management and council, contributes to leadership and corporate project teams, and ensures that health and safety standards meet corporate requirements. In planning, the Manager will coordinate major project efforts with other departments, manage staffing levels and work allocation, and identify areas for service improvement.

To be considered for this role, you have proven engineering background or senior management experience in transport and civil engineering development. You will possess a proven ability to persuade, influence, negotiate, and advocate effectively, combined with strong change management expertise to foster a culture of innovation and cohesion in a multi-disciplinary environment. You can proactively manage competing demands efficiently and have a passion for community service and development. You have demonstrated the ability to engage effectively with a wide range of stakeholders and diverse opinions.

This experience should include developing strategic directions, translating them into actionable plans, managing contracts and project delivery, coordinating service requirements for a large public sector organization, and leading multiple teams. You should also have proven skills in managing change processes, championing continuous improvement, and exhibiting conceptual thinking, negotiation, and problem-solving abilities.
