About the role

The City of Greater Dandenong is undertaking a significant transformation of its Digital Technology Department to strengthen how technology supports Council services, decision‑making and the community. As part of this journey, we are seeking a skilled and motivated GIS Senior Analyst to play a key role in advancing Council’s geospatial capability.

This role is responsible for coordinating, maintaining and enhancing Council’s Geographic Information Systems to ensure a reliable, high‑quality “single source of truth” for spatial data across the organisation. Working closely with business units, the GIS Senior Analyst provides expert advice, analysis and solutions that improve data integration, mapping, modelling and reporting to support strategic planning, asset management and service delivery.

The GIS Senior Analyst will lead the development and optimisation of GIS platforms and associated databases, improve the presentation and accessibility of spatial information, and provide training and guidance to users across Council. This role also contributes to continuous improvement initiatives, vendor and stakeholder engagement, and the integration of GIS with other corporate systems.

The position will lead spatial data integration, automation, and visualisation initiatives, with strong expertise in FME for developing workflows that process and integrate both spatial and non-spatial datasets. Extensive experience with Intramaps is essential, including configuration and deployment of web-based mapping solutions, while ensuring data quality, consistency, and governance to produce authoritative GIS layers for reliable analysis, reporting, and visualisation.

The role also involves designing data-driven dashboards using tools such as Grafana and Power BI, and applying strong programming skills (Python, SQL, APIs) to support automation and system integration. A solid background in geospatial processing and managing diverse datasets (vector, raster, imagery, and enterprise databases) is critical to delivering high-quality, scalable spatial solutions.

About you

To be successful in this role, you will have demonstrated knowledge and understanding of the following:

· Degree qualification in GIS or Computer Science, (or equivalent recognised qualification in IT), [preferably with Membership of a professional body with continuing professional development (CPD) for GIS e.g. SSSI, GITA or Geospatial Council of Australia, combined with some relevant experience, skills, and knowledge, including:

o Proven track record in the successful development, implementation and administration of a GIS System, SQL Servers, and databases (preferably in Local Government).

o Proven ability to interrogate spatial data using spatialised SQL queries.

o Presentation and training skills to communicate and influence GIS issues with staff in an effective and non-technical manner

o Effective evaluation, analytical, problem solving and customer service skills, with the capacity to show initiative and creative thinking to identify and resolve problems.

· Highly effective interpersonal skills, incorporating verbal and written communication, liaison, influencing and relationship building capacity to gain cooperation with stakeholders.

· Excellent written and verbal communication skills including the ability to communicate effectively with staff at all levels

· Satisfactory (and ongoing) Working with Children’s Check

· Satisfactory (and ongoing) Police Check

· Current valid (and ongoing) Victorian Driver’s Licence
