About the role

What we are looking for: 

Reporting to the Chief Infrastructure Officer, this newly created position has been established to strengthen project governance and delivery across Council in response to increased investment in capital works and a commitment to improving project performance.

As Coordinator of the Project Management Office (PMO), you will lead the development and implementation of a Project Management Framework (PMF) to ensure consistency in planning, delivery, reporting and governance for both capital and operational projects. You will play a key role in coordinating the Capital Program, monitoring performance, and driving improvements to achieve Council’s ambitious target of 100% program delivery each year with minimal carryover.

The primary ongoing objectives of the position are to:

• Develop, implement and maintain PMF to standardise project planning, delivery, reporting and governance.

• Coordinate Capital Program Management and implement project monitoring, controls and reporting to track and identify projects requiring intervention and uplift.

• Support Councils Organisational Planning and Strategy Department in updating the 10-year Capital Plan and annual budget development.

• Lead the development of Councils annual Capital Program, informed by Councils 10-year Capital Plan and Budgets.

• Proactively pursue any further opportunities to improve project delivery and performance and achieve Councils target of 100% program delivery each year with zero (less than $1m) carryover.

As this is a new role, you will also:

• Establish the PMO with an initial focus on civil, open space, and building projects, with the view to expand to become an organisation wide Enterprise PMO supporting capital projects and a suite of reportable operational projects.

• Introduce modern tools and systems to support program management, whilst contributing feedback towards broader system enhancements.

• Act as a hub for project discovery, guiding requirements and shaping future projects.

• Establish a Capital Works Committee to provide monthly oversight and governance on the annual Capital Program, including project tracking, risks, financial performance, and variation control.

About you

You are a strategic and proactive leader with strong experience in project management and governance. You’ll champion the Project Management Framework, provide expert advice, and drive continuous improvement in project delivery.

This role requires strong leadership to build team capability, monitor quality, and foster collaboration, while ensuring compliance with safety, risk and legislative standards. Adaptability, strategic thinking and a commitment to innovation and customer service are essential.

To be successful in this role, you will have demonstrated knowledge and understanding of the following:

• A tertiary qualification in Project Management and/or Construction and Engineering, with at least 5 years’ experience in delivering a diverse range of large-scale community asset projects.

• Experience in a formal leadership role.

• Demonstrated experience of develop, implement and maintain a Project Management Framework (PMF) within local government.

• Demonstrated experience of working well and influencing decisions when working with large and multi-disciplinary groups.

• Experience and skills to pro-actively plan and implement strategies, projects, policies, programs and services.

• Demonstrated experience at utilising effective interpersonal skills, incorporating listening, liaison, facilitation and presentation skills to persuade, convince or negotiate with clients, members of the public, other employees, tribunals and persons in other organisations.

• Demonstrated experience of being accountable for delivering business plan objectives, meeting KPIs, deadlines and budget outcomes, and formal report writing.
