About the role
What we are looking for:
This newly created leadership position at Council has been introduced to strengthen the delivery of capital works projects across the municipality, with a focus on improving construction oversight and ensuring high-quality outcomes for the community.
Reporting to the Chief Infrastructure Officer, you will lead a small, dedicated Construction Team and provide a centralised construction support and superintendent service for:
· Civil Projects
· Open Space Projects
· Building Projects
This is an exciting opportunity to shape systems, processes, and culture for a new team that will deliver practical, high-quality outcomes.
Key responsibilities:
· Deliver superintendent services for capital works projects, including the administration function under the contract (e.g.AS2124), maintaining a register of active and completed contract works, and tracking key contract details such as variations, non-conformances, notices of delays, bank guarantees, practical completion, final completion dates etc.
· Assist with the engagement and management of external Construction Superintendents for large scale building projects and major construction projects.
· Lead a team of construction supervisors responsible for monitoring day-to-day contractor compliance on-site, with a strong focus on safety and quality assurance.
· Collaborate closely with project managers and stakeholders to ensure transparent decision making and practical outcomes on site while meeting project objectives.
· Introduce systems and processes to capture daily site compliance, ensuring quality and safety standards are upheld, and documentation is in place for auditing purposes.
About you
You are a registered professional engineer, with strong experience in project management and construction contract administration. A proactive and results driven leader, you take pride in delivering high-quality outcomes and driving continuous improvement.
You can confidently manage operations, budgets, and reporting while motivating and guiding teams with integrity, fostering a culture of safety, quality and collaboration. With strong communication and stakeholder engagement skills, you provide clear direction, ensure compliance and risk management, and champion exceptional customer service. Adaptable and solutions-focused, you embrace innovation and change to achieve practical, impactful results for the community.
To be successful in this role, you will have demonstrated knowledge and understanding of the following:
· Required to be registered under Professional Engineers Registration Act 2019.
· Demonstrated experience in a project management role within a similar sized organisation.
· Several years of experience in managing and extensive knowledge of construction contracts for a variety of community infrastructure projects.
· Demonstrated experience at utilising effective interpersonal skills, incorporating listening, liaison, facilitation and presentation skills to persuade, convince or negotiate with clients, members of the public, other employees, tribunals and persons in other organisations.
· Demonstrated experience of being accountable for delivering business plan objectives, meeting KPIs, deadlines and budget outcomes, and formal report writing.
